The complaint can be lodged against the officer(s)/official(s) who are working in BSNL
irrespective of the fact whether they are absorbed / unabsorbed in BSNL.
The complainants which are anonymous / pseudonymous are not entertained .
The complainant has to give his full address , as per the CVC guideline,
so that any additional information required may be obtained during the course of
The complaint must be brief and should contain factual details, verifiable facts
and related matters. These should not be vague or generic in nature.
The complaint in which officer(s)/official(s) upto SDE level are alleged
to be involved, where after the investigation of the complaint,
further disciplinary action is to be taken, DGM(Vigilance) / Vigilance Officer,
as the case may be, shall put up the facts before appropriate authority for
taking suitable disciplinary action. For all other remaining cadres,
the disciplinary action is decided on the advice of CVO, BSNL.
As per the CVC guideline , parallel investigation by the Departmental Vigilance
is to be avoided. Therefore, the complaints which are under investigation by the CBI,
generally are not investigated by the BSNL.
The Chief Vigilance Officer, BSNL has a complete discretion to refer the
complaints to the CBI for investigation in which allegations are such that
the truth cannot be ascertained without making inquiry from non-official
persons; or involving the examination of non-BSNL records, books etc.
or the complaints which involve offences like bribery, corruption, forgery,
cheating, criminal breach of trust, falsification of records, possession of
assets disproportionate to the known source of income etc.
