How the complaint can be lodged?
Complainant can be lodged by the complaint by addressing it either directly to
the CVO BSNL or to other authorities of Government or BSNL.
The complaint can be sent through post / Fax or E-Mail.
Are the Anonymous /Pseudonymous complaint entertained ?
The Anonymous / Pseudonymous complaints are not investigated.
To whom the complaints regarding consumer grievances / or staff grievances are to be sent ?
The complaints where vigilance angle is involved or where some malpractices is alleged ,
are to be sent to the Vigilance Cell. Other type of complaints related to consumer
grievance or staff grievance are to be sent to the PG Cell of the BSNL.
Can the complainant get relief after lodging the complaint ?
The complaints are meant for correcting the irregularity and
punitive action against the erring public servant(s).
Relief as such in the matter to the complaint is only incidental to the vigilance action.
Redressal of grievance should not be the focus of the complaints.
Is there any time limit to submit the appeal / review petition against the punishment ?
As per BSNL CDA Rules an appeal can be submitted to the Appellate Authority within 30 days
of the award of punishment.
Similarly, the review petition can be submitted to the reviewing authority within
30 days of the decision of appeal.
If punishment like Removal/Dismissal/Compulsory Retirement from service has been
already ratified by the DOT, whether the same can be reviewed by the Appellate
Authority or Disciplinary Authority ?
Yes, the Appellate Authority or Reviewing Authority in BSNL can review the
earlier decision ratified by the DOT. However, in case of any change
in the punishment, the proposed decision as a result of appeal / review is
to be again ratified by the DOT.
